Made in the USA. From the font style on the tag, I believe it's from around the 1990s. 50% Acrylic, 30% Polyester, 20% Cotton.
This is from Taltex, the same company known for DISUCUS. A sweatshirt cardigan is very rare, and this was the first time I've seen one.
